The invention relates to a double-working-medium combined cycle turbine annular combustion phase change chamber. An annular chamber is separated by a longitudinal ripple separating plate to form a combustion chamber and a phase change chamber; and one end of the annular chamber is provided with an annular oil injection nozzle and an annular water injection nozzle, and steam and fuel gas at the other end of the annular chamber are converged and subjected to heat transfer and then are jointly blown toward a turbine impeller through diversion. The structure is simple and compact, fuel distribution is uniform, fuel can be easily contacted with the air, a second working medium is required to complete phase change in the phase change chamber in the isobaric space of the combustion chamber, and wet steam subjected to the phase change is mixed with completely combusted fuel to exchange heat, so as to jointly push an impeller to do work. The second working medium is uniformly contacted with the high temperature surface of the combustion chamber, so that the contact area is large; and a combustion point and a phase change point are close to the turbine impeller. Two working media are adopted, so that the total mass of the working media is improved; the second working medium cools a part and is also subjected to phase change, so that thermal injury is eliminated; and phase change potential energy and combustion potential energy can jointly do work, so that the heat-work transforming capability of one machine is greatly improved, and the thermal efficiency is more than or equal to 60%.
