Paraguay faces the challenge of generating greater equity. Its poverty rates have not improved between 1999 and 2007. The nature of its poverty has also changed significantly. Moderate poverty has been growing, while extreme poverty has also increased significantly, not only in rural areas but in urban ones as well. This report is a series of notes relating to the challenges faced by Paraguary for economic and social development. The report begins with an introduction that sets Paraguay’s challenges in context. Section II, Good Government: Strengthening Key Institutions for Economic Management, contains Notes 1 through 3 which cover the added fiscal framework, wage policy and public employment, and public investment system. Section III discusses inclusive development in the context of improving equity and equality opportunities for disadvantaged groups. Included in this section are Notes 5 and 6, which describe social inclusion and protection; Note 7, which discusses education; and Note 8, which analyzes the health system. Note 9 deals with water and sanitation issues. Section IV provides a discussion of sustained growth in the context of encouraging investment and jobs. It includes Note 10, Access to Financial services; Note 11, external commerce, Note 12, transportation and telecommunications, and Note 13, agriculture and agro-industries. Section V contains conclusions drawn from the analyses.
