This paper reports the result of a study on the effect of portfolio assessment on self-regulation and English language learning. Forty five students participated in this research, which were divided into control and experimental groups. Both groups were provided with activity-oriented learning environment while the portfolio assessment component was added only to the experimental group. First, we found that the experimental group showed a significantly higher outcome in self-regulation. Such a result may well have been caused by the portfolio assessment which enhanced the learning management skills and the learner responsibility of the experimental group students. Second, there was no statistically significant difference in the language skill improvement between the two groups. However, most students in the experimental group claimed that the portfolio management helped them to improve their language skills. The portfolio seems to enhance the language skills of the students indirectly by helping them to learn how to learn English. Third, the interview with the experimental group students showed that they found the portfolio assessment a satisfying and rewarding experience for independent learning.
