The method comprises the following steps: dissolving a special function aid in water to obtain a 0.2-3.5 percent special functional aid solution; and covering the cigarette paper with the special functional aid solution of which the weight is 0.2-3.5 percent that of the cigarette paper, wherein the special functional aid is one or more of essence and a humectant.
