Simulation models and group negotiation: problems of task understanding and computer support

Computer simulation models have been proposed as aids for policy negotiations in complex domains. We studied the use of such a model by college students in mock policy negotiations in reservoir management. Comparisons between groups given differing forms of access to the model suggest that: (I) the model is of limited value in helping negotiators understand the task per se; (2) the model does provide some help in finding policies that satisfy specific constraints of the task; (3) availability of the model encourages negotiators to consider more policies; and (4) the burden of using the model directly, rather than through an assistant, is comparable to the benefit of using it. This study contributes to an understanding of prerequisites for successful use of simulation models in negotiation. >
