Research and Realization of Intelligent Supervision Technique for Land Consolidation

Land consolidation is an important fundamental work for improving the quality of land, improving production conditions, protecting the ecological environment and food security. It is also an important action to ensure development, protect cultivated land and coordinate the allocation of urban and rural land resources. The land consolidation work involves a wide range of areas, a wide range of procedures, a large number of institutional personnel and a large amount of funds, including planning management, projects management, field verification, monitoring and supervision and other management services. In the management of the whole business of the land consolidation, it will be difficult to avoid all kinds of business problems, and how to detect and prevent problems ahead of time, so as to improve the detailed management ability, which is an important and imperative problem to be solved urgently for most of the current land management departments. On the basis of analyzing and summarizing the possible business problems in land consolidation work, this paper established the knowledge rules of land management business and found the model based on the business rule technique, and the dynamic association and analysis rules of land consolidation projects, personnel and funds are established based on the technology of spatial and temporal data association analysis. Then they are applied and verified in the construction and application of the land consolidation management information platform in Wuhan city, some business problems of land consolidation management have been discovered automatically and given immediate warning. It has improved the intelligent supervision ability of land consolidation management in Wuhan.
