PROBLEM TO BE SOLVED: To provide a combination valve and steam turbine system capable of depressing the occurrence of a seizure even when the temperature of circulating fluid transiently changes.SOLUTION: The combination valve comprises: a valve body 5 having a valve body side valve seat face P1 formed inside; an inside valve body 6 provided within the valve body 5 and having an inside valve seat face P2 which abuts the valve body side valve seat face P1; an inside valve rod 8 connected to the inside valve body 6 for moving the inside valve body 6 in a contact/separate direction of the valve body side valve seat face P1 and the inside valve seat face P2 (an axial direction); an outside valve body 7 provided on the outside of the inside valve body 6 within the valve body 5 and having an outside valve seat face P3 which abuts the valve body side valve seat face P1; an outside valve rod 9 connected to the outside valve body 7 for moving the outside valve body 7 in a contact/separate direction of the valve body side valve seat face P1 and the outside valve seat face P3 (an axial direction); an absorption line 38 for absorbing steam leaking along at least one of the circumferences of the inside valve rod 8 and the outside valve rod 9; and a flow regulating valve 40 interposed in the absorption line 38.
