The banking sector, has an important share in the financial system, operates as a sector in which regulations are intensely realized. Banks and the banking sector, which are important financial intermediaries that also support economic growth and development in the economic systems of countries, are also the focus of empirical analysis. In this regard, the purpose of our study is to create a regulation index for the Turkish banking sector by taking into account the regulations and measures applied in the banking sector. The “Banking Sector Regulation Index (BRI)” which is the first study under the name of the Turkish banking sector regulation index in the literature takes values from 0 to 1. Approaching the index value to 0 means that the regulation density decreases and approaching to 1 means the regulation density increases. According to the results of BRI created for the Turkish banking sector in the period 2000-2018, periodic breaks and leaps are observed although the intensity of regulations generally follows an increasing trend. Under the influence of exchange rate and inflation, the index bounce and drop periods is in line with the cyclical nature of the Turkey's economy.
