Ejecución Presupuestaria vs Rendición de Cuentas, sobre el rubro de Investigación: Caso de una Universidad Ecuatoriana

This research addresses the reality in an Ecuadorian university and its role with accountability "Accountability", a term that allows to know the progress and achievements of public management, achieved by a state institution, through the use and optimization of resources in compliance with objectives that improve the quality of service and satisfaction of those who receive it; the sample considered part of the budget executed in the research area, and the state formats issued by the Council for Citizen Participation and Social Control, where we set out the following paradigm: Compliance by obligation-control or respect for university and social participation? . His qualitative documentary analysis of the research processes of the university located in Zone 5 of Ecuador, the transparency of the information in relation to the financial part, research budgets, planning and results achieved in the annual report of the surrender of accounts published on the web; As a conclusion, it is determined that the control and communication tool "accountability" allows the achievement of the objectives to be transparent and, in turn, its political effect is transversal, where citizens will judge by the works and efficiency of management in the management, double edge because this could punish the bad administrators at the time of exercising the vote for a new election.
