The invention discloses a low-carbon sluggishing method for source rainwater. In the method, the runoff yield is reduced, namely rainwater penetrates into an underlying surface as possible after falling onto the underlying surface so as to reduce the generated rainfall runoff; the conflux is reduced, namely the conflux runoff passes through a low-lying ecological plant interception basin after the rain forms the runoff so as to extend the runoff way, improve the infiltration capacity of the rainwater, improve the reduction of rainwater runoff pollution load and prolong the rainwater collection time on the ground; rainwater of extraordinary rainstorm is stored, namely the rainwater runoff is guided into a ground water body after the rainwater is converged so as to store the rainwater by using the water level floatation space of the ground water body and reduce the external flux of the rainwater; and the rainwater in summer is recharged, namely the rainwater stored in the ground water body is charged back to the low-lying ecological plant interception basin by a water pump when the rain does not fall in dry seasons so as to promote the stored rainwater to infiltrate in dry seasons. The system has the advantages of low-cost investment and operation of rainwater collection and treatment, emission reduction of greenhouse gas, the reduction of rainwater runoff pollution load and the like.
