A high strength refractory composite plant fiber insulation panels, which consists of foam insulation between the layer thickness of 0.8-2cm, and located both fiberglass mesh, fire-resistant insulation layer having a thickness of 1-10cm. Percentage by weight of component composed of fire-resistant insulation layer comprises: 45-55% expanded perlite, modulus of 3.2, a concentration of 26-40 Baume 39% aqueous sodium silicate solution, an aqueous solution of a silicone hydrophobic agent 1:8 2-5%, 0.5-1% carboxymethylcellulose, 8-25% vegetable fiber. Foam insulation in percent by weight of the component composition comprising: an isocyanate 45-55%, 45-55% polyether polyol. The present invention has good insulation properties, strength, aging, high temperature, water, fire, and low cost. The present invention is applicable to the inner wall in construction, external insulation, roofing, and pipe insulation, etc., the present invention also provides a method for producing refractory high-strength composite plant fiber insulation board.
