Traffic offload method, device and system

A traffic offload method, device and system are provided by the present invention. The first type of the traffic offload method includes: during a process for establishing a Packet Data Network (PDN) connection, a local gateway transmits an indication for obtaining an offload policy to a policy server, or a core network gateway obtains the offload policy from the policy server (201); the policy server decides the offload policy, based on the information of user offload subscription, or, based on the information of user offload subscription and at least one item of the followings: information of the class of service, information of quality of service, information of an address, information of a filter and information of an operator policy (202); the policy server transmits the offload policy to the local gateway, or forwards the offload policy to the local gateway via the core network gateway (203); the local gateway performs offload processing for the traffic of the user based on the offload policy (204). With the present invention, the problem of the user traffic loss or the link congestion, which is caused by possible existence of transmission error of the user traffic offload during the process of the follow-up offload because the local gateway is unable to obtain the offload policy for performing offload processing for the traffic of the user, can be solved.
