Managing Mobility in Cities: Quality Management-Based Approach

Mobility management (MM) has been Europe’s approach to transportation demand management during the two decades; its aim is to promote sustainable transportation by changing travelers’ behavior against the usage of private vehicles. However, selection, planning and implementation of MM measures in European cities, is usually done ad-hoc; cities do not have a consistent and organized approach for developing and implementing MM policies and measures and assessing their performance. In that context, the objective of this paper is to propose a scheme that would aid cities in designing, developing, implementing, evaluating and improving MM measures. Such a scheme, based on quality management (QM) principles is developed and discussed in the paper. Preliminary results on the acceptance of the scheme by European practitioners are also presented.
