The invention provides a power supply system for carrying out heating based on LC resonance and a PTC resistance tape and a vehicle. The power supply system comprises an LC resonance unit and the PTC resistance tape, wherein the LC resonance unit comprises a capacitor and an inductor; one end of the LC resonance unit is connected with one end of the PTC resistance tape; the other end of the LC resonance unit is connected between an upper bridge arm S1 and a lower bridge arm S2; the other end of the PTC resistance tape is connected with a positive electrode of a power storage device; a negative electrode of the power storage device is connected with the negative electrode of a DC power supply; energy flows among the DC power supply, the LC resonance unit and the power storage device in a reciprocating manner and generates sinusoidal AC; and the sinusoidal AC generates heat through an AC impedance real part of the power storage device to achieve internal heating and generates the heat through the PTC resistance tape to achieve external heating. Fast and efficient heating is achieved from the inside and/or outside of a battery by using the impedance characteristic of the power supply system under the excitation of the sinusoidal AC.
