The invention discloses a network video monitoring system with a P2P mode and a transfer mode, comprising a terminal pick-up device, a media transfer server, a plurality of clients and an agent server used for transmitting messages in a system, wherein the agent server can notify that one or a plurality of the clients which request to receive a video media stream obtained from the terminal pick-up device directly obtain the video media stream through the terminal pick-up device or obtain the video media stream through the media transfer server, under different conditions. In the network video monitoring system with the P2P mode and the transfer mode, the plurality of the clients can simultaneously and respectively obtain the media stream obtained by the same terminal media device, so the system resource can be utilized more effectively.
