Retail gas reform: Learning from the Georgia model

The Natural Gas Competition and Deregulation Act of Georgia is summarized and evaluated. Four tasks are identified for success, and the Act is discussed in terms of these tasks. The Georgia Act is evaluated as an appropriate model for gas retail reform legislation in all states. Benefits expected under the retail reform plan include price reductions on the order of 10 percent for small consumers and increased service options.
