The invention discloses a thick plate with good low-temperature toughness for a pressure container and a production method of the thick plate. The thick plate has the tensile strength being more than or equal to 690 MPa and good low-temperature toughness (40DEG C below zero). The steel comprises the following chemical components by weight percentage: 0.06%-0.09% of C, 0.15%-0.40% of Si, 1.20%-2.00% of Mn, less than or equal to 0.015% of P, less than or equal to 0.005% of S, 0.10%-0.40% of Ni, 0.10%-0.30% of Cr, 0.10%-0.30% of Mo, 0.10%-0.30% of Cu, 0.03%-0.06% of V, 0.02%-0.04% of Nb, 0.015%-0.025% of Ti, 0.015%-0.040% of Als, 0.001%-0.005% of Ca, 0.001%-0.030% of Zr, and the rest Fe and inevitable impurities. Simultaneously, the components meet the formula: Pcm=C+Si/30+Ni/60+(Mn+Cr+Cu)/20+Mo/15+V/10+5B is less than or equal to 0.26% and Psr=Cr+Cu+2Mo+10V+7Nb+5Ti-2 is less than or equal to 0, wherein Pcm is a welding crack sensitivity coefficient, and Psr is a reheat welding crack sensitivity index.
