SMART-METERING COMO FACILITADOR DEL DESARROLLO DE LAS INFRAESTRUCTURAS ELÉCTRICAS DE BAJA TENSIÓN. ENFOQUE ALINEADO CON LA LEGISLACIÓN APLICABLE EN EUROPA Y ESPAÑA

New metering technologies can lead the way to the development of low-voltage electrical infrastructure. However, the high level of heterogeneity of potential benefits makes it difficult to define heterogeneous management action. The aim of our investigation is two-fold. First, we need to identify the current aims of the legislator concerning the development of this type of infrastructure and then propose a classification of the potential benefits of smart metering in line with the aims of the legislator's in order to provide the parties involved with a definition of the most suitable and homogeneous management action. Thus, we identified six priority objectives (Competence, Quality, Efficiency, Demand, Safety and Operability). With these we made a classification of the benefits of smart metering. In some cases, benefits are associated with previously untargeted objectives, such as remote field operations and safety. Results also reveal that access to "Accurate data" provided by smart metering has an impact on the six objectives. Consequently, access to information is the key factor and regulators face the challenge of providing access to all the parties involved.
