The invention provides a two-phase supercharged diesel hydraulic device based on waste gas utilization and a control method. The two-phase supercharged diesel hydraulic device based on waste gas utilization comprises an oil feed pump, a hydraulic pump, a reduction gear, a high-pressure stage turbocharger, a low-pressure stage turbocharger, a diesel, a first hydraulic motor, a second hydraulic motor and the like, wherein an oil pipe sequentially penetrates through the hydraulic pump, a control unit, the first hydraulic motor, a second electromagnetic valve, the control unit and the hydraulic pump to form a closed first hydraulic working loop; and an oil pipe sequentially penetrates through the hydraulic pump, the control unit, a first electromagnetic valve, the second hydraulic motor, the control unit and the hydraulic pump to form a closed second hydraulic working loop. According to the two-phase supercharged diesel hydraulic device based on waste gas utilization, on one hand, the low-pressure stage turbocharger can be assisted to rapidly start when cutting in; and on the other hand, the problems of the diesel of difficulty in combustion, increase in smoke emission and the like caused by overhigh pressure ratio when the diesel runs under the high working condition are solved, and meanwhile auxiliary propulsion power is supplied to the diesel.
