According to the method, a monitoring center issues a control command to a city-street-lamp intelligent control box according to an overall turn-on and turn-off time table and a single lamp time table of an entire city; intelligent street lamp illuminating equipment receives an instruction transmitted by the belonging city-street-lamp intelligent control box and executes the instruction to control on-off states of the lamps or power supply voltage of the lamps; the city-street-lamp intelligent control box receives data which are transmitted by street lamp equipment and transmits the data to the monitoring center; the monitoring center receives operating data, transmitted by the city-street-lamp intelligent control box, of the street lamp equipment, carries out an intelligent adjustment, and issues the adjusted control command to the city-street-lamp intelligent control box; and the monitoring center carries out a calculation of the lighting rate according to the operating data. The algorithm of the method has the characteristics of comprehensive data, accurate calculation, fine statistic analysis and the like, and adapts to the development trend of an intelligent illumination management; and different lighting rates can be calculated.
