A Critical Review of ASCE's Planning and Policy Process

A detailed analysis is made of the methodologies of ASCE's policy-making and planning processes, as presented in the January 18-19, 1974, retreat of the ASCE Board of Direction in Los Angeles, Calif. Detailed consideration is given to the goals and objectives of ASCE as the base for implementation of future policies, and requirements as to performance criteria, flexibility, timeliness, and various methodologies by which ASCE goals may be developed and new initiatives and imperatives may be encouraged are explored.
