The invention discloses a luminous intrinsic safety composite low-voltage cable for an environment-friendly intelligent power grid and a fabrication method of the cable. The cable comprises a cable core, wherein the cable core is formed by twisting a single insulation wire core or a plurality of insulation wire cores, a ceramic fireproof layer wraps the cable core, a high-strength halogen-free low smoke flame-retardant olefin outer protection layer is extruded outside the ceramic fireproof layer, a fluorescent sensing red warning color tape is arranged in the high-strength halogen-free low smoke flame-retardant olefin outer protection layer, the insulation wire core comprises a conductor, a semi-conduction inner shielding layer, an insulation layer, a semi-conduction outer shielding layer and a metal shielding layer, the semi-conduction inner shielding layer, the insulation layer and the semi-conduction outer shielding layer are extruded on the conductor in a three-layer co-extrusion manner, the metal shielding layer is extruded outside the semi-conduction outer shielding layer, and a high-conduction alloy wire is embedded in the metal shielding layer. The cable is reasonable in structure design, the backward yield is eliminated, the transformation of scientific and technological achievements is achieved, the product cost performance is greatly improved, the resource is saved, and the benefit is brought to people.
