The present invention discloses a desulfurization catalyst, based on the total weight of the desulfurization catalyst as a reference, the desulfurization catalyst contains 5-30% by weight of the silica source, 5-30% by weight of non-aluminum oxide, 30-70% by weight zinc oxide, 2-15 wt% of lead oxide, 20% by weight of the aluminophosphate molecular sieve and 5-30% by weight of the active metal; lead oxide and at least a portion of the formula PbxZn1-xO said zinc oxide is formed zinc and lead in the form of a solid solution represented by the presence, where x satisfies 0 zirconium dioxide, titanium dioxide and tin dioxide in at least one of the active metal cobalt, nickel, at least one of iron and manganese. The present invention further provides a process for preparing a desulfurization method for desulfurizing a hydrocarbon oil and catalyst. The present invention provides a desulfurization catalyst having better desulfurization activity and activity stability.
