A pulse voltage (Pv) is repeatedly applied between first electrodes (12A) and second electrodes (12B) to which a gas is fed, a plasma is generated between the first electrodes (12A) and the second electrodes (12B), and an active species is produced in the plasma. The energy necessary for plasma generation is set at 1.8-8.5 W/cm 3 .
