Inter-ministerial Coordination at Dhaka City Corporation: Tale of Separation between Policy and Practices

The paper delineates a comprehensive idea about the current state of coordination among several ministries of Bangladesh government at the Dhaka City Corporation especially in policymaking, planning and project implementation. Approximately, 56 departments under 18 ministries as well as many non-governmental organisations and private agencies are directly engaged in service delivery without proper coordination such incoherence consequentially escalates more cost and ticking public hassle instead of enhancing civic amenities. Indeed it needs an encyclopaedic relation through coordination, collaboration and communication. The first aim of the study is to identify and analyse key features of relationship among or between Water Supply and Sewerage Authority (WASA), Local Government Engineering Department, Bangladesh Telecommunications Company Limited, Dhaka Power Distribution Company and TITAS-Gas. Second, it scrutinises different factors that deter to dense coordination among ministries and finally, it will figure out what are the impacts of poor coordination that bitterly exceeding poor governance.
