The invention discloses a network simulation method and device. With the adoption of the technical scheme, the accuracy of a network simulation result can be improved. According to the scheme, the network simulation method comprises the steps of: determining reception power which respectively corresponds to each MR (Measurement Report) point in MR data of the current network and base station information of cells where the MR report points respectively are; determining corresponding downlink propagation loss of the cell where each MR point in the current network respectively locates based on the determination result; determining corresponding downlink propagation loss of the cell where each MR point respectively locates based on the corresponding downlink propagation loss of the cell where each MR point in the current network respectively locates and the link propagation loss differential value between the current network and the planned network; and determining the reception power respectively corresponding to each MR point when the network is planned based on the corresponding downlink propagation loss of the cell where each MR point respectively locates during the network planning and the corresponding base station information of the cell where each MR point respectively locates.
