The step of hoisting the paper tube template and installing in an adjusting way comprises the step of respectively arranging a shaped enclosed purlin at the upper opening, the lower opening and the middle part of the paper tube template on the lower corner of the template. The step of casting and maintaining the concrete comprises the steps of: discharging the concrete in a vertical discharging way with the fair-faced concrete at the center of a cylinder, controlling the free discharging height to be within 2m and the depth of every material distribution to be within 500mm, distributing vibrating sticks according to a plurality of vibrating points which are evenly arranged in the shape of plum blossom when vibrating, and arranging positions for inserting the vibrating sticks at corresponding positions.
