A high-fractal-dimension noise-reducing and sound-insulating non-woven fabric is prepared from chemical fiber through one of spunlacing, needling, spunbonding and melt-blowing. The fractal dimension of the fabric is changed by adjusting the structural parameters of the non-woven fabric, and therefore sound waves are blocked in a high-efficiency and controllable mode, and the high-efficiency, adjustable and controllable sound-absorption and sound-insulation effect is achieved.
