The invention relates to an RE (rare earth)-containing moisture and H2S corrosion resistant L360QSS pipeline seamless steel pipe and a production method thereof. The seamless steel pipe is characterized by taking 90wt% of blast furnace molten iron and 10wt% of high-quality scrap steel as raw materials; a pipe billet is prepared from the following chemical components by weight percent: 0.03-0.10% of C, 0.10-0.30% of Si, 0.40-0.70% of Mn, not more than 0.015% of P, not more than 0.005% of S, 0.30-0.70% of Cr, 0.10-0.30% of Mo, 0.03-0.07% of V, 0.01-0.03% of Ti, 0.01-0.04% of Al, 0.0005-0.0100% of RE, not more than 0.10% of Cu and the balance being matrix Fe and non-detectable trace impurity elements; the mechanical properties of the seamless steel pipe are as follows: the yield strength is 550-600MPa, the residual stress is not more than 30MPa, the impact value is not less than 200J/cm and the grain size is not less than 8.5; the sulfide stress corrosion (SSC) properties are as follows: the constant stress is 0.9Rt0.5(324MPa), and soaked in an H2S saturated solution, samples are not fractured after continuous sampling for 720 hours; and the hydrogen induced crack (HIC) properties are as follows: the crack sensitivity ratio (CSR) is equal to 0, the crack length ratio (CLR) is equal to 0 and the crack thickness ratio (CTR) is equal to 0. The seamless steel pipe has the advantages that the seamless steel pipe has high matching for strength and toughness, fine grains and good moisture and H2S corrosion resistance.
