The utility model discloses a startup charging and shutdown discharging circuit of a static var generator, which is invented for solving the problems of complicated circuit, low reliability and the like in the prior art. The circuit is connected between the alternating-current output end of the static var generator or an active filter and a power supply, the alternating-current output end of the static var generator or the active filter is connected with an inverter, and the circuit comprises three current-limiting resistors, a first phase contactor, a second phase contactor, a third phase contactor, a first fuse group and a second fuse group; and the first fuse group and the second fuse group respectively comprise three fuses. The circuit structure not only solves the problem of startup charging, but also solves the problem of shutdown discharging; and a selected switching element has small current capacity, a simple structure and a low cost, avoids adopting a separately-excited startup charging circuit, a large-capacity transfer switch and an additional discharging current-limiting resistor and lowers the equipment cost.
