Fuel cell membrane electrode and fuel cell

The present invention provides a membrane electrode of a solid polymer electrolyte fuel cell under a low humidity condition after a long-term operation is not deteriorated. Cathode catalyst layer of the fuel cell of the present invention is a supply of oxygen-containing gas at a surface of the polymer electrolyte membrane with the membrane electrode, the other face having a hydrogen-containing gas supplied to the anode catalyst layer of the fuel cell membrane electrode characterized in that the at least one interface of the membrane and the catalyst layer coated on both sides thereof, is provided comprising an active oxygen removing layer of active oxygen removing material, at the same time, the active oxygen removing material is Co 3 O 4 , Sb 2 O 4 , activated carbon or a solid acid catalyst. The present invention further provides a fuel cell using the membrane electrode assembly.
