This chapter focuses on the effective whole of government work in extreme circumstances. The Australian Government has considerable experience and a strong record in responding to crises at home and abroad. With the decline in the international security environment following the attacks in the United States on 11 September 2001 and the proliferation of new and frightening security threats including bio-terrorism, crisis management has been elevated as a policy priority for all Western governments.
