After an internal and external embedded double-loop steam-driving well network structure and the steam-driving developing method are adopted for performing steam-driving development on oil deposit, the steam wave and volume can be increased, so that the oil steam ratio of a steam-driving developing mode is increased, and the developing cost is lowered.
