A modular two-way power generation device using tidal energy comprises an outer frame (1), at least two inner frames (2), at least two mounting shafts (4), a drive unit (6), at least four hydro turbine generators (3) having horizontal shafts and at least four flow guiding covers (5). The at least two inner frames (2) are separably disposed in the outer frame (1). The at least two mounting shafts (4) are rotatably disposed in the inner frames (2) respectively, and the axial directions of the at least two mounting shafts (4) are normal to the horizontal plane and parallel with respect to each other. The drive unit (6) is connected to the at least two mounting shafts (4) to drive rotation of the mounting shafts (4). Each pair of the hydro turbine generators (3) having horizontal shafts is fixed to one mounting shaft (4) and arranged along a direction normal to the horizontal plane in the same inner frame (2). The at least four flow guiding covers (5) are fixed to the outer frame (1) or the inner frames (2), and the flow guiding covers (5) are disposed corresponding to respective hydro turbine generators (3) having horizontal shafts. The facing directions of the hydro turbine generators (3) having horizontal shafts change in the flow guiding covers (5) along with the rotation of the mounting shafts (4).
