This study aims to propose a location evaluation standard suitable for public small libraries. For this, it has analyzed the significance of the location analysis of similar public facilities and the location evaluation standards for public small libraries. The location analysis of public facilities examined exploring optimal locations and evaluating the appropriateness of prearranged locations. In the location evaluation standard for public libraries, their location had to have efficiency and equitability for using them. The determining factors for library buildings are location, accessibility, location-scale, and location environment. According to the legal standards and regulations, the factors concerning public small libraries such as service areas, the population of service, the role type, and characteristics are different from the public library’s. Therefore, location evaluation standards to be used for public small libraries have to differ from the public library’s. It can be said that location evaluation standards for public small libraries are based on existing standards for the public library. The determining factors for it are accessibility, demand/duplication, and connectivity. Furthermore, to confirm the findings, this study was applied to public small libraries in Ansan, Korea. In conclusion, the location evaluation standards for public small libraries proposed in this study can be acceptably used for the planning of public small libraries.
