The French central hydrometeorological service for flood forecasting, or SCHAPI, was open in September 2003 by the French minister of environment. It is a new technical service of the French State in charge of providing a technical support to the regional Flood Forecasting Services and to develop inundations and flood prediction methods. It is also tasked with ensuring an all-time support to these services confronted with torrential floods to help them to assess the evolution of the flood during crisis and is responsible for the daily publication of the French flood vigilance chart which is currently being experimented. As a fundamental element of a global strategy for the reduction of flood risks including prevention and protection measures too, SCHAPI has rapidly stated to defile a research and development programme to improve flood prediction models and sofware as well as it became a national interlocutor of civil safety authorities.
