The invention discloses an uncoiler reel device with a sleeve. The uncoiler reel device comprises a main shaft, a sector plate, a pyramid, a draw rod, an arched plate, and a draw rod crossbeam. A sector plate inclined table top and a pyramid inclined table top are slidably connected through a dovetail groove. The pyramid is positioned on the main shaft. The pyramid and the draw rod are connected through the draw rod crossbeam. The arched plate is connected to the front end of the sector plate. The sector plate and the arched plate are fixedly connected through bolts. A sleeve is arranged outside a reel. The front end of the sleeve is fixedly connected with the sector plate. A sleeve positioning point is provided on the back end of the reel. The sleeve is connected and positioned with the sector plate through a connection plate. A sleeve bolt hole and a sector plate bolt hole are respectively arranged up and low on the connection plate. The sleeve and the sector plate are respectively connected to the connection plate through bolts. The sector plate bolt hole is elliptical. The device provided by the invention is advantaged in simple structure, reasonable stress, low failure rate, and wide application range.
