Process for producing a device for transdermally administering a pharmacologically active agent through the stratum corneum, the method comprising: providing a member having a plurality of piercing microprotrusions the stratum corneum with a width and including thickness between about 5 and 50 microns; applying an aqueous solution of the pharmacologically active agent over the element; and drying said applied to form a containing a dry agent having a thickness less than 50 microns in the element, wherein the agent is sufficiently potent to be therapeutically effective when administered in an amount less coating aqueous solution to about 1 mg , said agent an aqueous solubility greater than about 50 mg / ml and having said aqueous solution less than about 500 centipoise viscosity.
