The invention discloses a biodegradable substrate for a flexible photoelectronic device and a manufacture method thereof. The substrate comprises a flexible substrate and a conducting layer on the flexible substrate. The flexible substrate is made of shellac doped with polythiol-type ultraviolet-sensitive adhesive, which is composed of a polythiol-polyenoid system, monofunctional or polyfunctional crylic acid, a photoinitiator, a photosensitizer and an additive. According to the invention, by cross linking of the ultraviolet-sensitive adhesive, light scattering of the substrate is decreased, so that light transmittance of the substrate is enhanced, the performance of the flexible photoelectronic device is further significantly improved, meanwhile the ability of the substrate to block water and oxygen is increased, and the smoothness of the substrate surface and the affinity of the conducting layer are improved. The substrate has the biodegrading ability, so that the problem of serious environmental pollution at present can be solved and the substrate can be widely applied to future preparation of flexible degradable photoelectronic devices.
