The hot rolled steel plate comprises, by weight, 0.05 %-0.10 % of C, 0.10 %-0.35 % of Si, 0.70 %-0.95 % of Mn, 0-0.025 % or 0.025 % of P, 0-0.015 % or 0.015 % S, and 0.020 %-0.050 % of Ti. A titanium and manganese microalloying mode is adopted, V, Nb and other noble elements are prevented from being added, the high-strength and low-cost automobile girder hot rolled steel plate with a ferrite and pearlitic structure is produced, the yield strength of the hot rolled steel plate is 355 MPa or more, the tensile strength ranges from 510 MPa to 620 MPa, the ductility is 24 % or more, and the hot rolled steel plate has the advantages that the mechanical property is stable, toughness matching is good, and the forming performance is superior. The steel grade alloy cost is low, the rolling technology is easy to control, adaptability is high, and good application and popularization prospects are achieved.
