The Influence of Developing Rural Social Intermediary Groups on the Reform of Rural Governance Structure

2011
The rural social governance performance records are seriously undermined by the plight of contradictory structure-institutional governance inflicted by the binary structure of"township administration and village autonomy"-a crisis causing concerns from both the political and academic circles. To decipher the dilemma in the rural governance in theory and practice, attentions should be paid to the actual effect of rural social intermediary groups in the governance, and the innovative reform on the rural governance structure. At present, the attitude towards rural intermediary groups should be adjusted so that we will be neither contracted with"agent-phobia",nor be too liberal towards them.We should conduct the system innovation by integrating effectively the interest entities in the rural social communities, setting up the governance web through coordinating the various interest parties, reversing the disunited, loose situation of local villagers, and reasonably resorting to the rural social governance resources at the low cost.
