An Interoperable DSRC Transaction for the European Electronic Toll Service EETS

European Directive 2004/52 requires all European electronic tolling systems to offer an interoperable European Electronic Toll Service, EETS. In order to develop this service, the European Commission has set up a group of experts from several European countries with the task to specify a common transaction for use in all European DSRC-based tolling systems. The group (called Expert Group 11) has developed a specification that is based on a set of data that shall be implemented in all EETS-compliant on-board equipment. In addition the group has proposed a set of DSRC functions and security mechanisms that shall be supported by the EETS. The specification is based on existing DSRC standards, on national DSRC specifications and on the results of several European interoperability projects and initiatives. It is expected that this proposal will be accepted by the Member States of the European Community as the basis for European interoperability for DSRC-based tolling.
