Research on Standard Initiation Evaluation Method Based on D-S Evidence Theory

The D-S Evidence Theory is applied to build a model for evaluation of standard initiation in a bid to fill gaps of deficiencies and shortcomings of peer view in initiation evaluation, and obtain an improved evaluation method. In this model, the author applies 2D semantic evaluation information conversion method to covert experts’ qualitative evaluation into quantitative one, finds out belief functions for indices of the project by summarizing experts’ opinions via evidential reasoning, corrects functions obtained via evidential discounting, and finally combines them via DS combinational rules to get correct evaluation results. The feasibility of the model is verified via simulation evaluation applying historical data of voluntary national standards, which offers reference for evaluation of initiation of standards at all levels.
