한국의 다문화교육정책 문서에 나타난 다문화교육 성격의 변화 양상 분석

This study aimed to diachronically understand how the nature of multicultural education in national-level documents had changed from 2006 to 2016. For this purpose, this study analyzed documents written from the Ministry of Education in terms of the target, objective and content of multicultural education by using a qualitative content analysis method. The results of this study are summarized as follows. First, Korean multicultural education policy had included “students from diverse cultures” and “existing Korean students” for the past 11 years except for 2006. However, the policy had consistently had a limitation about how students were labeled. Secondly, as for the objectives, the policy had increasingly focused on supporting educational achievement of students from diverse cultures while objectives about the diverse cultural and linguistic backgrounds had increasingly disappeared. Thirdly, regarding the contents, the policy had consistently emphasized “understanding about Korea” and “recognition for diverse cultures” since 2006. Also, the policy began to emphasized “educational growth” since 2010.
