A process for preparing an agglomerated product comprising powders of vegetable origin, such as residual waste powders of the tobacco and food industry, characterized in that said process comprises the steps of: i) mixing said powders of vegetable origin with a binder composition and water to obtain a mixture, and ii) pressing the mixture obtained in step i) through a laminating press or a roller system for a film, wherein the binder composition comprises at least one polymer of acidic organic hydroxylated selected from group consisting of poly (lactic acid), poly (malic acid) and mixtures thereof, at least one sugar, at least one hydrocolloid non-starch, at least one humectant and / or plasticizer and at least one or more of the following additional additives to improve the binding properties and / or physical and sensorial quality of the vegetal film to be formed: starches, acid organic in monomeric form, dyes, whitening agents, preservatives, flavoring, an agent to increase viscosity is sodium chloride, agents to control the burn rate and mixtures thereof.
