By winding a plurality of layers of continuous ribbon foam metal core material outside each heat exchange pipe in a shell and filling a plurality of layers of continuous ribbon foam metal core material in each heat exchange pipe, the heat exchange performance inside and outside the pipes of the shell-and-tube heat exchanger is improved, the baffle plate of the traditional shell-and-tube heat exchanger is omitted, and the heat exchange area of the shell-and-tube heat exchanger is increased; and cold and hot fluids participating in heat transmission can flow through the foam metal passages of the foam metal core materials, so that the shell-and-tube heat exchanger achieves the effects of higher heat transmission efficiency, smaller volume and lower metal consumption under the premise of obtaining the same heat exchange effect.
