PROBLEM TO BE SOLVED: To eliminate a printing failure such as interference fringes in a machine such as a xerographic printer using coherent irradiation as exposure source by suppressing or eliminating intense specular reflection from an interface between an undercoat layer and a substrate. SOLUTION: A multilayer photoreceptor 20 is provided with a substrate 11 and an undercoat layer 12 covering the substrate 11. As to the surface roughness of the substrate 11, the substrate 11 is formed being so set that the core roughness depth Rk is in a range of 0.1-0.7μm, the centerline average roughness RZISO of five upper crests and five upper roots is in a range of 0.1-1.2μm, the average inclination Da of all the crests of a roughness curve is smaller than 0.08μm, and the size average value Ra of all the crests and roots is in a range of 0.05-0.5μm. At the time of coating the formed base substance 11 with the undercoat layer 12, the addition of a film thickener and humidification are dispensed with.
