The equipment and the method have the advantages that firstly, the cooperative operation of the huddling physical decomposition structure and the crushing machine is used, so that the wide-breadth uniform laying and spreading is realized by the equipment forming part; the manufacturing requirements of the cotton cores with different gram weight and different thicknesses can be met; secondly, powder or liquid with fragrance or medical functions can be uniformly exerted in wood pulp fiber through the device; soft power of the cotton cores is improved.
