The invention discloses a slab mobile overturn device which comprises a horizontal traveling car arranged on the flank of a slab roller-way and positioned at the lower part of a slab heating furnace, wherein, a horizontal oil cylinder is connected with one end of the horizontal traveling car, an overturn oil cylinder is hinged on the rear car body of the horizontal traveling car far from the slab roller-way through a fixed support of the overturn oil cylinder, an overturn arm is hinged on the front car body of the horizontal traveling car near the slab roller-way through a fixed support of the overturn arm, a short rocker arm at one end of the overturn arm is connected with the overturn oil cylinder, the long rocker arm at the other end of the overturn arm is provided with a hook capable of supporting a slab, and a slab arresting device is arranged on the furnace frame of the slab heating furnace, restricting the slab to excessively overturn. The slab mobile overturn device effectively resolves the difficult problems that the high temperature and over loading slab with big size realizes continuous shifting out, overturn and side standing operations during the rolling process and the heat-treating process, significantly improves the slab production efficiency, and meets the demands of the oriented silicon steel manufacturing technique, in particular the demands of the HIB hot-rolled steel manufacturing technique.
