The in-port mooring system comprises multiple circulations; each circulation comprises the floating oil storage device, a main mooring pile and two side mooring piles, one end of the floating oil storage device is provided with a recess and connected with the main mooring pile, the main mooring pile is arranged in the recess in an embedded way, and the two side mooring piles are arranged on the both sides of the floating oil storage device. The floating oil storage device and the floating oil storage device unit comprising the same improve security and are short in construction cycle; centralized management is realized, the construction, maintenance and operation costs are low, and meanwhile the oil storage capacity is great.
